Behind every flight operation, fuel emergency, and training drill stood a team of military and civilian firefighters and aviation personnel who relied on aqueous film-forming foam, or AFFF, to do their jobs. Many of them had no idea the foam contained chemicals now linked to cancer. The Navy has confirmed in official PFAS documentation that firefighting foam use at NAS Corpus Christi included testing, training, firefighting, and emergency response activities. A Navy fact sheet for the installation states directly that PFAS are present in the groundwater there as a result of historical AFFF use.
NAS Corpus Christi is home to Training Air Wing FOUR, which runs continuous student pilot operations using T-6B Texan II and T-44C Pegasus aircraft. The volume and frequency of those flight operations meant that airfield crash rescue teams had to remain in a constant state of readiness, and foam deployment was a regular part of that preparation.
As a flight-training installation, NAS Corpus Christi maintained active Aircraft Rescue and Firefighting operations across its flight lines around the clock. ARFF personnel responded to aircraft emergencies, supported crash rescue preparedness, and conducted fuel-fire training exercises as a routine part of installation operations. Every aircraft launch and recovery carried the potential for an emergency, which meant ARFF teams deployed, tested, and maintained foam systems on a recurring basis throughout their time at the station.

All of these roles worked in environments where AFFF was regularly deployed or stored. Exposure was not limited to the moment the foam left a nozzle. It occurred through contact with foam-soaked runways, contaminated equipment, and residue that remained on surfaces long after an exercise ended.
Many military and civilian firefighters at NAS Corpus Christi report that their AFFF exposure occurred not through a single emergency incident but through recurring training activities repeated week after week and month after month. Fuel-fire exercises, emergency response drills, aircraft crash preparation scenarios, and recruit school training all required live foam deployment. Personnel who completed monthly or weekly training rotations at the installation accumulated repeated contact with AFFF over the course of their assignments. That pattern of cumulative exposure across months and years is central to how PFAS compounds build up in the body over time.
Firefighters and support personnel at NAS Corpus Christi also encountered AFFF through the maintenance and inspection of foam suppression systems. Testing suppression equipment, inspecting foam delivery hardware, filling storage tanks, conducting routine maintenance checks, and cleaning foam residue from equipment and surfaces all created direct contact with AFFF concentrate and mixed foam solution. Personnel who performed this work regularly may have sustained exposure without ever responding to an actual aircraft emergency.
The installation also houses the Corpus Christi Army Depot, a facility spanning nearly 140 acres that serves as the Department of Defense's primary center for repairing and overhauling military helicopters. Industrial maintenance operations, fuel storage, and large aviation hangars at the depot relied heavily on automated AFFF overhead deluge systems. Workers regularly in proximity to those systems, even if their primary duties had nothing to do with firefighting, included:
A deluge system activation, a scheduled test, or routine foam equipment maintenance was enough to create meaningful contact with AFFF for anyone working in the area.
NAS Corpus Christi Fire and Emergency Services extended its operations to satellite stations at surrounding Naval Outlying Landing Fields, including NOLF Waldron and NOLF Goliad. Personnel assigned to these stations maintained emergency response readiness, kept foam equipment operational, and supported aviation rescue operations at facilities outside the main base perimeter. Firefighters and support staff who rotated through these outlying stations were part of the same foam exposure environment as those stationed on the main installation.
The Navy's investigation into PFAS at NAS Corpus Christi extended beyond the installation's fence line. Investigators conducted off-site well testing in areas surrounding the base to assess potential migration of PFAS from historical use of firefighting foam. The PFAS compounds most commonly associated with legacy AFFF formulations, including PFOS, PFOA, and PFHxS, do not break down in soil, groundwater, or the human body. For personnel who spent years working at the installation, the exposure did not stop when they left the base.
Under federal law, the Department of Defense was required to discontinue the use of PFAS-based AFFF at all land-based military installations by October 1, 2024. That mandate reflects what researchers, regulators, and affected veterans have been documenting for years: the chemicals in military firefighting foam posed real risks to the people who used them, often without any warning.
