Insulin manufacturers, including Eli Lilly, Novo Nordisk, and Sanofi, alongside PBMs such as Express Scripts, CVS Caremark, and OptumRx, have been accused of artificially inflating insulin prices through a pricing scheme driven by rebate agreements.
